Always start with the eyes, and make them as a symbol. You'll be needing the when you want him/her to look in different directions. Then you draw the rest of the head. Last draw different type of mouths, if you're going to have voices. Or you can skip all that and make a clock movie

Original characters are always the hardest.
Best thing to remember is nine heads... thats how tall a person is. Its all proportions. Also make sure you smooth out your lines to give it a better look when done drawing. Its difficult... I'd recomend taking some art classes in school, it will give you a leg up.
Watch cartoons practice drawing whatever you see... its all experience, you just can't sit down and do it.
My last tip is that if you aren't going to do frame by frame animation, make sure you can put the different parts of the body on different layers.
If you spread out your hand, streting the thumb and pinky as far apart as possible that is the length of your head... chin to top. You can measure your body to get proportions... it should be the same length between your elbow and rists etc.
Mostly experiment! ... my god I wrote a lot..., but you need to take soem art classes or just mess around for hours on end, or get a book on flash, I have one here at my house actually, its too old to recomend though, you will never find it.
good luck

Geezus! I don't work on it that hard... o.O Frankly do the following: Look through every tutorial ever made on NG, read and watch them, learn every ounce you can, go to any tutorial site (even the Super Flash Bros site), and just keep trying (but don't submit till it's good). Good luck! You may have the chance I never used!
